GLOBAL LABORATORY & EPIDEMIOLOGY SYSTEMS STRENGTHENING NETWORK (GLESSN) invites applications from suitably qualified persons for the following position: DEPUTY PROGRAM MANAGER Responsibilities and Expectations: This position coordinates and facilitates implementation, monitoring and evaluation of GLESSN’s activities. A key role of the Deputy Program Manager (DPM) is to ensure that GLESSN’s activities are planned and executed to meet the requirements of a PEPFAR implementing agency and the Ministries of Health. The DPM liaises with Ministries of Health and other partners to identify program needs, technical assistance activities and organizes implementation by coordinating technical staff or if necessary, external consultants. Working in close collaboration with the Program Manager, the successful candidate will also be responsible for the strict management of the financial assets and liabilities of the Project. The position monitors daily operations, overall project performance and assesses outcomes. Duties will include: 1. Coordinating with the Program Manager on the planning and execution of project activities and preparing summary project deliverables, workplans, budgets and reports to ensure that outcomes are delivered on time. 2. Ensuring that the financial management system of the project is following GLESSN’s internal procedures 3. Ensuring that the computing of the monthly payroll, is in compliance with financial legislation in Jamaica; (Companies Office of Jamaica, Tax Authority of Jamaica, National Housing Trust, National Insurance Scheme, Educational Tax) and any other requirements as stipulated by Jamaican law 4. Participating in the process of developing proposals, selection of subcontractors and consultants, and assisting in the process of reviewing draft contracts. 5. Implementing policies and procedures relating to Human Resource Management, procurement, and monitoring staff operations to ensure efficient service delivery. 6. Representing GLESSN in meetings, workshops, and planning sessions 7. Managing staff, subcontractors, and consultants to ensure the effective coordination of project activities and ensuring the efficient completion of planned interventions according to the scope of work and annual workplan. 8. Reviewing and monitoring performance indicators. Qualifications and Experience • At minimum, Masters level or professional certification, qualification in Public Health or Financial Management will be an asset. • At least 5 years Project/Program Management experience is required. • Competence using the Microsoft suite and accounting software programs is required • Preference will be given to persons residing in Jamaica. • Experience with the PEPFAR program will be an asset.
